Existing Buildings
Existing buildings, meaning buildings that were built in accordance to code at the time of
construction, typically merit extra consideration in a current updated code.
The city prohibits “patching” repairs to shingled roofs and vinyl siding.
My name is Kyler Paeper and I work for the building department for the city of Joliet. Jason forwarded me your email about the siding ordinance so I could answer you while he’s away. Unfortunately our siding and roofing ordinances are sweeping and absolute and we do not allow repairs at all of any kind only replacements regardless of the fact the it may have been installed and permitted under the current rules. Stated below are our specific requirements. I have also attached PDF files.
Siding Requirements
- Patching of siding will not be permitted, and all siding work needs to be permitted. Patching is the mixing of existing and new siding on any individual elevation of siding. See attached Siding repair standards memo. Therefore we will only permit full elevations of siding. As the ordinance is appearance based we do require that all elevations of siding match when viewed from the public right of way. If replacing a single elevation of siding that is visible from the public right of way you will need to provide a photo of the existing siding directly next to the new siding product. If the match is acceptable the permit will be written for the single elevation replacement. If the siding match is not accepted the scope of work will have to be altered to include the other visible elevations.
- Vapor barrier is required to be installed. See Vapor barrier handout, attached, for details.
- All vinyl siding is required to be a minimum of .042” thick, see siding ordinance handout attached. Once non-compliant siding is detached from a structure it cannot be reinstalled.
